It's not being overhyped, which is a good thing imo. Though I wouldn't say it's getting completely lost in the shuffle. There has been a decent amount of advertising for the game. Practically every game store I've walked past have massive Pagan Min posters and "Far Cry 4: Coming soon!" plastered all over the store.
I didn't mind the technical issues in Fatal Frame 4. But I think Fatal Frame 3 has a better story, setting, and characters than Fatal Frame 4. Not that Fatal Frame 4 was a bad game, but it's probably my least favorite of the series.

To be fair, Bayonetta 2 is intentionally camp so I don't thin the devs would take that as an insult.
I think it's a case of different countries having different ideas of what is taboo. On one hand, many Japanese games have skimpy girls in bikinis. On the other hand, it's rare to see a couple on a Japanese tv show sharing a passionate kiss or sharing a bed together because it's deemed "inappropriate".

The embargo only applies to sites who receive a review copy from Bethesda. But since The Evil Within is already being sold in some areas, some sites have been able to buy their own copies and release a review early.
35 hours is a decent length for a game like this. 60+ hours would just get repetitive.
