The internal rumors are that yes, MS will release info about the next Xbox at E3 this year (2013). It's not a guarantee, but generally most internal rumors have much more truth to them than anything I read online.
Sony doing it I could believe, but Microsoft has no interest in becoming a TV manufacturer. What I could see from Microsoft is an Xbox console that is designed around media (tv/movies/music/Kinect/social ) and less about games, sort of like the Xbox Arcade (lacking a harddrive).
Ok, having worked at Xbox Live (on Microsoft campus) for 2+ years, I can tell you that this whole article is junk.
First of all, I do not believe for one second that the guy has insider information on both console companies. Even if he had information from just 1 console company, he's facing some serious legal issues.

Sony took that money and spent it on games, while Microsoft took that money and spent it on better infrastructure, security, expanding the capabilities of the Xbox 360, and even turned a profit.
Meanwhile, Sony got hacked, continues to have massive downtime during maintenance and is losing money every year.

One thing people leave out though, is the Xbox brand didn't exist until 2001, nearly 2 decades AFTER Nintendo created it's console brand. Also, the release of the Playstation (original) in 1994 gave Sony a 7 year head-start over the Xbox as well.
Consider the huge number of existing console gamers that already had ties to Nintendo/Sony, it makes Xbox's achievements even more impressive.
