Why not? There are many level/map creators in console games. Even the original xbox and ps2 had a few. Because you can only put a portal on a single material type, it seems very doable to me.
from a business standpoint, the ads in the game help the cost of production. With that you get a higher quality game without an increased price. Like it or not, capitalism sometimes comes with compromises.

I really like FPS games but I feel like I am the only one getting tired of military shooters? I need me some Timesplitters or even Rage seems like it would fill the gap. R3 was a good variety for a while but the multiplayer seemed a little too familiar. (edited for grammar)

there needs to be more parents like you. Fortunately for your son, you pay attention to the gaming industry. Unlike the parents that just get their kid anything they want without checking content.
actually, neither are harmful if there is proper guidance from the parents. If there is nobody to pay enough attention to what their kids are doing, and teach them right from wrong, then anything could be harmfull.
