I'm pretty sure that R* will unveil the PC version alongside the PS4 and Xbox One versions. Something tells me though that this will happen only when GTA Online hits its peak #1.1

Good news is that this is created by an individual, so imagine what a triple-A studio will achieve with this engine. Also that scene was running at 1080x60fps according to its creator #1.1
