They are not only cosmetic. Class skills are tied to the loot boxes/microtransactions for Horde mode.
That and the awful progression systems (i.e. microtransactions heavily impact game design here) are major issues.

10 year plan doesn't mean it's 10 years between consoles. That means that they'll support it for 10 years, even after the PS4 releases, just the like the PS2 remained a huge seller with many releases after the PS3 game out.

Gears 2 came with 10 and added 12 with DLC. This starts with less, even though they had 6 additional months of dev time and additional maps are coming through this DLC.
