Why the rating has not changed is likely because a) it takes many votes to alter a rating b) because of the trust rank of those members casting the votes c) who is voting (if the same 5 members are clicking "yay"... #6

Community can fail something with certain types of reports (Spam, Duplicate) in high numbers/by members with high trust rank. They can also be "failed by the clock" if they don't receive enough approvals. Or they can be failed by staff. :) #1.1.2
