Lemme lay it down, KZ2 was in Development for FOUR years, plus a GEN jump helped them alot.
Halo reach has little over a year after ODST. They cant do awefully that much in that time.
I even thought Uncharted 2 made in 2 years was damn short but realised that they slaved over that for 2 years. View

Its a popularity contest and they give it only to Multi Plats.
But then they earn back a shred of respect by giving their largest award to UC2. View
