The main reason motion blur is implemented is to make the game look and feel smooth and continuous. The lower the fps the more staggered it appears. If motion blur wasn't a natural occurrence in almost every film recorded at 24 fps, it would be a very unpleasant viewing experience. Peter Jackson will be trying something different for his upcoming Hobbit movies as they will be filmed at 48fps, twice the industry standard. The idea behind this is to rely on raw frame rate for a more continuous appearance instead of motion blur. It will allow the viewer to resolve more detail in scenes with motion.
I like motion blur if it's a subtle effect, and not in your face and distracting. Good example: Portal 2, BF3, Uncharted 2 Bad example: Killzone 2
