Incremental upgrades every year? Besides this sounds like a way to milk more money out of the fan base.
Well its actually better for those that have ELITE. Which will most likely be cheaper then getting the DLC separately.

If they are enhancing CoD every few weeks then why haven't they been this since the release? Sure they patched a few bugs, but I would hardly call that enhancing but instead fixing their re-re-re-released game.

Not really. What they're talking about is the monthly DLC Elite members are supposed to receive. Then they once elite member get this content, they comine it into the first map pack and release it to the public for $15. I imagine they will still release 4 maps per DLC, or 3 maps + 1 spec ops mission.
