The DoEE has declassified the following Intel Dossier: "The game Max Payne pioneered the use of bullet time, and this technique of slowing down the character movements while allowing players to aim in real time has remained a staple of shooter games for a decade. Aside from this revolutionary gameplay feature Max Payne also used a comic book art style for cutscenes, and a “Hard Boiled” inner monologue for the narrative."
