Why are all games that are based on movies rather pathetic, and is there any hope for a solution?

I have to believe it's possible to make a good movie-tie-in game. I really wanted the Watchmen game to be good because I loved the movie so much, but yeah. Conflicting ideas there or something.
Rushing to complete development of a game so that it can release simultaneously with the movie probably doesn't help.
