While you could complain a bit about the launch and "Patch 0" in the US/EU region, with the hassle, and a few hours downtime, the Southeast Asian fans have gotten it a lot worse. They didn't receive "Patch 0", so they missed the whole Halloween content. They were to receive "some other" patch today, to at least give them the full game (lvl 22-50, and later areas of the game), but it seems that have also caused problems. If this error is due to something that Flagship Studios are responsible for or if it is the distributor IAHGames of the region is unknown. The fans of SEA are still hoping for a quick solution, but for how much longer will they wait? One week in "internet time" is a year in "real life time".
