That's debatable... Some of the cities in Assassin's Creed I & II were pretty awesome...even though they're real cities. Empire City and New Marais from the inFamous series are also phenomenal. City 17 from Half-life?
I agree, I think it's amazing that I could visit some of the places that I have been jumping across in a video game. Maybe spot a hieroglyph, lol.
Loved Rapture, especially the atmosphere it created.

As a portrayal of an inhabited and bustling city, Liberty City in GTA4 takes the prize so far. As a cool and atmospheric setting for a game, Rapture is the winner. The previous statements are my opinion, but this statement is a fact.
I thought San andreas was the best city just for being very diverse, you have the hood, the downtown area, Casino area, country side it so epic of what that map has. Now i can also say i did love Rome in Assasins Creed Brotherhood
I agree that Liberty City is the best CITY. San Andreas is good, but it's not a city. It's a state containing 3 cities (Los Santos, San Fierro & Las Venturas). Playing through my free copy of Infamous now though and LOVING it, but it's no Liberty City.
GTA IV's Liberty City is the most meticulously detailed city I have ever seen in an open world game. A single block in GTA IV has more detail than some other games' entire cities. The developers put so much love and care into crafting the city, it's truly amazing. Liberty City feels so alive, it has character and it seems to even have its own culture. Everything's interconnected somehow. You drive down the street and see a billboard for a show. Then you turn on your in-game TV and that same show is on. During the show, you see a commercial for the fast food place you just ate at earlier. You go to the Internet cafe and read the news pertaining to a mission you just did. There's a liberal news outlet and then a more conservative one, and they both have a different take on the same story. The whole GTA IV experience is truly unique. The game is so much more than the sum of its parts. It's an experience like no other open world game can provide and that's one of the main reasons that it is the highest rated game of this gen. It's still mindblowing to this day to think of what Rockstar accomplished with this game. They deserve so much respect. Bring on GTA V!
My sentiments exactly. Well said. Im back playing it again and it still blows me away. Its the small things, i.e. a cop chasing a guy down the street, someone pulled over looking at their car engine, the hilarious random things people say walking by, steam coming up from random sewer manholes, people running when it starts to rain and putting up their umbrella's or a newspaper over their head, people taking out their phone and start talking etc... One of the best things that happened to me was when i was just driving along and there seemed to be a gunfight between a cop and some guy and then suddenly this gas station exploded and a car just flew across right in front of me. It was just the randomness that i loved. Nobody puts care into a game like Rockstar, they make their games worth every cent you pay for them. GTAIV is one of the greatest games ever made and it really annoys me when people call it "overrated". Far from it.
