No, he means he doesn't have to pay sales tax on the products he purchases via PSN. I live in WA and I have to pay sales tax whenever I purchase something on PSN. Your local tax laws will vary, of course.

on topic:

I would really like to play this game! I hope they bring it to PSN eventually. Tim Schafer is a friggin' genius.

This is NOT a timed exlcusive.
It is a true full exclusive to Xbox 360. It is published by Microsoft.
With that said, nice to see Microsoft getting back into mech games.
