This is why naughty dog is so good. Everyone there gets a say and is allowed to be involved in the creative process. Even the actors get a say and get to put there own stuff into the game. Plus they dont need to get permission to do stuff. They talk about this in the dev interviews that they have in UC1 and UC2.
