According to NeoGAF member, Cyntec, Sega will be publishing Yakuza 3 in North America with Japanese voices and English subtitles.

OHH hell yeah........hmm wonder if they will release a sub patch for those that have imported the title? I hope they do......anyways its good to hear that they will be keeping the original Japanese voices, i hate it when they do a terrible job with the dubs which is almost always by the way!! Original Japanese voices for all Japanese games FTMFW! I really do hope they release a Sub Patch for the Japanese version NOT that i dont really mind playing it like this but yeah it be awesome if they released one! If not then ill be buying the NA version as well.
....I don't care any more. Forget Kenzan. Forget Final Fantasy. If we get Yakuza 3, I won't ask anything more from this generation.

Excellent news. Hell, Sega could get this translated very well for next to nowt - give it to the community and have it as a competition, the person who give the best translation will get it into the game. Either way, I'm all for this.
