Piracy becomes (il)legal in EU soon?

Members of the Legal Affairs' committee […] decided that criminal sanctions should only apply
to those infringements deliberately carried out to obtain a commercial advantage. Piracy committed by private users for personal, non-profit purposes are therefore also excluded.

right, so the good old EU are banning pirate goods that are used for financial gain (which it always has been), yet they are going to allow pirate goods for personal use? hmmm, this doesnt exactly nip piracy in the bud does it? i mean music/ movie industries will crash if this is allowed wont they? i apologise if ive got it wrong, i cant read the article right now
