C++ is a much more robust language, without all the baggage of Java. And is used to develop almost every software and/or game you love. Over all, Java is rarely used any more in the face of C++ or C#.
Damn, so C++ is still that vastly-used??? Kind of makes me regret abandoning it almost a decade ago; never thought it would still be so predominant for so many years. Bubbles for your reply, BTW.
Yeah, C++ is still most commonly used language right now. Almost all professional software and games use it now, because of the way the language works, it can never really be obsolete, so it's cool. :]
I toke C# and omg I hate it to death, they don't teach C++ where at my University is it easier than C#?

but .. C#? seriously? C# is just as bad as Java if not worst, and the fact that it is created by Microsoft, and yes you guessed, it only runs on Windows.. i think you mean C and not C#... but i think this emulator is coded in Java for compatibility rather than speed..
I don't get it, emulating a handheld which has handheld games, made for on the road to emulate on a desktop PC... Just buy a PSP that can be softmodded and use all the PSP games PLUS the emulators for NES/SNES/Megadrive etc etc to use everywhere including TV/monitor out so you can use it on screens anywhere you go/are.

Odds are they did it in Java for portability reasons. May not be the most efficient choice but there is no way you can outright say C++ is more widely used than Java. Especially in the Web 2.0 day in age.
the web browser you're using to look at that is coded in C++. Firefox, Internet Explorer, Netscape, Safari, Google Chrome. All C++. Windows, Linux, Macintosh. Microsoft Word, Excel, visual studio, power point, Photoshop, fireworks. Games? MGS4, Gears of War 2, Heavy Rain, God of War III, halo 3, Final fantasy XIII, Versus XIII, white knight chronicles, killzone 2, Legend of Zelda: Twilight Princess, Mario Galaxy, Mad World, Conduit, Fallout 3, Oblivion, GTA4, the world ends with you, FFIVDS, Chrono Trigger, My Japanese/Spanish/Chiense coach, Crisis Core, Dissidia, fl0w, fl0wer, World of Warcraft, Empire: Total War, Ocarina of time, Devil May cry 1, 2, 3, 4, Resident evil 1, 2, 3, 4, 5, Lost Planet 1 and 2. I'm not even scratching the surface.
I'm surprised the emulator isn't written in C++. Stuff like the Project 64, and ePSXe emulators were C++ written I believe. Well...anything's better than Perl. Even Pearl is better than Perl.
