Dynasty Warriors 6 isn't necessarily broken, but the fundamental formulas that govern the gameplay are terribly stale. But at the end of the day, hardcore Dynasty Warriors fans who want the PC version will still probably pick up a copy; it's a shame that they'll have to suffer through such inexcusable visuals and stagnant mechanics -- and they don't even get the extra content from the PS2 version.
