Disability and mental health isn't a taboo. My guess would be dev's didn't have ideas of how to portray it properly while keeping an audience engaged and publishers didn't see it as a profitable market. If people where chomping at the bits to play more games of deaf people then you can be sure there would be more games with no sound.
