Some RPGs only offer spoken dialogue at specific times. Here are the reasons why this happens.
The thing that really bothers me is, like you pointed out, when the spoken words don't even match any of the written text. I'd like to know, specifically, why that happens. You'd have to ask a Japanese dev, as they seem to be the only ones who do it. It's really jarring. Every single time I run into that, I say to myself, "THAT'S NOT WHAT THEY SAID!"
