Times are changing, and these games would have never been made in today's climate.
Every single time someone uses this phrase whether it's music, movies, books, comics, video games, etc it's always the same claim.
The ubiquitous "they" won't allow it to be made. And every decade these claims are made the claimant completely ignores all the "offensive" material that is published when the claim is made.
In ten years, you can write a new article about how you can't make games like Helldivers 2, Resident Evil VIII, Mortal Kombat I, Dragon's Dogma 2, Alan Wake 2 etc etc etc any more.

Unfortunately I feel that after Rare Replay didn’t prove to be a huge commercial hit that Microsoft won’t opt to revive any of Rare’s old IPs.
I just can never consider Rare N64 games/IPs as a Microsoft Franchise but a MS owned IP.
Conkers: it can work, but they need to upgrade the 90's humor whit more inteligent, and less offencive, jokes.
Banjoo-kazoiee: also can work, but they need lot's of work. This guy here, whit some money and big talents, can become Xbox DK.
Perfect dark: only if it becomes tps/adventure similar to uncharted and tomb rider. There is potential here.
Fable: they need reeboot fable, they need to chose. Become cartoonish like zelda or go realistic like horizon/skyrim/wtcher. I think cartoony would suit fable more.
Others... no, i see no appeal.
