Is Soulcalibur IV DLC a Rip Off?

PS3 Informer Writes:

"On October 23rd, Japanese PS3 owners will be able to download Yoda for about $6, while Xbox 360 players can grab Darth Vader for 400 Microsoft points. While the price is not extremely high, we feel that it is pretty gimmicky to ask customers to pay for something that they could have reasonably included from the beginning."
