Maybe. It seems like some AAA devs like to skip bug testing so they can rush out their products and give gamers who paid full retail price the pleasure of testing it for them. The only difference is we pay them rather than them having to pay an employee to do it. Actually, that's a pretty significant difference. That's why I rarely buy games on day 1 anymore.
As long as they don't come with a price tag, aka "Early Access", I suppose they can be considered demos.
