No remake is going to change an entire industry. At best it'll just remind people why they became interested with the Resident Evil franchise in the first place just like the remakes of RE1 and soon RE0.
Industry, no, but I think at best it could change the genre. It was Resident Evil that "Survival Horror" was born from after all. And after the genre got pretty damn weak for years, it's only been in the last couple years that it's been revived. A proper RE2 remake could push it to the forefront that much more.
The genre is not going to change because of a remake of a remake gets released. All the different developers will continue on as they were.

It's been rumored for years, and Capcom themself has spoken about it recently.
I don't see it happening because it's highly unlikely it would change the gaming industry. I don't think Resident Evil has that pull anymore, even though it's still a popular franchise, I don't think a remake would do it. If anything they need to go back to their roots a bit and do something fresh with RE and add a little bit of the old back into it.
