Skyrim has built in mod support lol, they want you to mod the game.
Don't know about that, because they really don't make money off of them anymore. So they can ban if they so please.
It had mod support since the beginning, long before they tried incorporating paid mods, the game has arguably the biggest collection of mods and not one person has been banned from it. Heres the quote from Valve: "Game developers inform Valve when a disruptive player has been detected in their game, and Valve applies the game ban to the account. The game developer is solely responsible for the decision to apply a game ban," Valve said. "Valve only enforces the game ban as instructed by the game developer." Bethesda isn't going to waste there time trying to figure out what mods people are using for a single player game.
