It's the publishers who decide the sales, not the distributors. So when a publisher puts a game on sale, it's on sale (or should be) through EVERY retailer. This is why you can walk into a Gamestop, for example, and see a new copy of a game selling for less than a used copy--because the Publisher sets the price for the former, and the retailer for the latter.
