Why Aren't All Games Localized?

CCC Says: "So, the recently released Fatal Frame game--which is either “Fatal Frame: Oracle of the Sodden Raven” or “Fatal Frame V: The Black Haired Shrine Maiden” (or “Project Zero V”) depending on who you ask--is believed to be a Japan-only title, even though there are rumors surfacing up that suggest that a Western localization version may be happening."

It cost a lot of money to localize a game and many games can't generate either enough money to be profitable or not enough profit to be worth the effort.

I mean that was sort of obvious.
There was literally nothing on this franchise, then they ported Maiden of Black Water likely because it was the easier one to translate to modern devices being a Wii U title and all. And now we are getting a remaster of the 4th title. So it stands to reason that Maiden of Black Water was successful enough to start the whole process.

A remaster of the Fatal Frame 2 remake that was on Wii would be very welcome as well. That game is great. Scared the crap out of me the first time I played it as well lol.
