There are so many things wrong with this I'm not even sure what to think. Once again, they're creating unfounded links between games and actions of individuals. Game are far from the cause of domestic abuse, as those are deep seated issues that require years of counseling to address (and even then you just have sick bastards who do it for kicks).

All it really is, is a way for the county to look like they're making efforts to combat real problems. They aren't doing anything serious about it, but in this way they can go to the public and say "Look at all we're doing to help." It's a publicity stunt, pure and simple.

That's actually quite hilarious. So I could trade in my crappy copy of 50 Cent: Bulletproof for free ice cream? Awesome deal if I lived there. :p Seriously though this is a pretty lame approach to combating violent media. How about education instead of bribery?
