1. We are growing up (Us who started around the NES days) to the point where we just aren't scared anymore.
2. Most scary games also focus on action rather than the sheer fear of being alone and not knowing what lies ahead or when you will die. Horror is rarely the focus in games.
Hopefully The Evil Within will change that. Bringing us back to the feeling of being truly afraid. And as graphics get more real, games will be able to frighten us with that visual immersion.
