In this interview cliffy B confirms gears 2 has 4 player co op at 4:12 of the video. (Gears of War 2, Xbox 360)

Update THIS COULD BE WRONG! its either "Multiple difficulty settings, four co op players" or "Multiple difficulty settings for co op players"
