It "failed" because the Lightning Saga was not the Fabula Nova Crystallis Saga. Nova Crystallis was felling apart as it was produced, Toriyama took charge over the tatters before FF13 was even released, used elements from that game to make the two sequels while fixating on Lightning as a central character but giving the pubic nothing to identify her as such besides press releases and interview quotes. The FF13 "Saga" failed because there was no active in game element to make it worth anything.
