It will never happen. Some things you just need a PC for. At best you might get some skins but nothing that alter scrips or raises the performance requirement. Bottom line is the Consoles are a closed platform - which sucks in this situation but has its benefits too

It can happen. Last gen, Bethesda actually tried talking with Sony and Microsoft about mods. They wanted console players to be able to experience them too.
