200 cars is a bit scanty by the standards of previous Forzas, but he's right to say that it's more than enough cars to be going on with.

I read that PD stated it takes 6 months to complete a car and Turn 10 seem to be also quoting the same length. If this is truly the case it isn't such a big surprise to me! After all Forza 5 is appearing on next-gen hardware, so Turn 10 have had to remodel every single car they could in that time frame, while PD can recycle the same cars from GT5 to GT6.
