That's normal. 32Bit OS cannot manage more that 3.2GB of ram.

You can put 4GB in it, but Windows can only use 3.2GB of that. So he's technically correct.

if you have a "gaming PC" and you don't have a 64bit OS slap yourself 'cause you're doing it wrong

Aren't 32-bit and 64-bit Windows priced the same? Why would I buy the 32-bit version?

Well, one main point to make is Windows 32-bit OS doesn't use more than 3GB of RAM that's why. So if you have a PC with 8GB of RAM you computer isn't paying any attention to most of it.
