Game modding in "serious decline"

A key industry game developer has stated how game modding is in a "serious decline", due to the lack of tools, software and access for developers.

Developers are more and more unlikely to make full conversion games such as Garry's Mod and Day Z due to these large obstacles. (PC)

I think laziness is more of the point than lack of tools.

All devs want to do is just shovel out whatever they can with the least amount of effort. Not take advantage of todays hardware or optimise games and engines.

Call of Duty for next gen is a perfect example. That and buggy games like Skyrim on the PS3 and so on.

This is what I've hated about the past 8-10 years of gaming. Release now, patch later.

PS2 days were the best. No game could be released unless it was pretty much bug free. That and devs actually made an effort into their games. Not anymore.

To be honest we need something like counter strike 1.6 again with all the user support, user maps used to spread through the servers like wildfire when they were released.
