Who's doing this, since Phil quit?

He still is. This deal was setup a long time ago with FEZ on Vita, long before all this drama happened and he threw in the towel. Just because he quit doesn't mean he doesn't have to fill any previously made obligations.

So knowing that, it is still probably contracted to be continued. Regardless of what he does after the deal was made.

Phil isn't involved. The rest of Polytron is handling the port. Phil doesn't work there anymore so he has no contract to fulfill.

Oh my bad then. I thought he was, well most of what I said still applies as far as the game goes. It won't just stop cause phil left.

Do you know anything in regards to FEZ 2? Can the rest of the team just finish that without him?

Review - Fez (Switch) | WayTooManyGames

The reason I call this version the best way to experience this indie game is mostly due to the perfect combination of the Switch’s portability and its screen being much larger than the Vita’s. This is easily one of the best indies ever made, and one of the most important games of the past decade. Even though a lot of younger players only know it due to its troubled development cycle and some post-launch controversies, Switch owners should definitely pick this game up. This gem took an eternity to arrive on the system, but it feels right at home on it."
