That argument's tired. No, they aren't Zombies in the same way Killzone isn't about Space Nazis. While true, they're still Space Nazis at the end of the day.

The devil is in the details, and although you can call them something, it doesn't make them that.

A zombie is defined by culture in a number of way, but its defining aspect is the fact that it is the living dead. The infected in The Last of Us are suffering humans who are infected with a fungus, but they are still alive and always have been.

I can run around an abandoned hotel with an axe, grinning menacingly, but it doesn't make me Jack Nicholson.

Call me crazy for playing through 1/4th of the game and not being crazy about it. Lol. It's really not that spectacular in my opinion. No, I'm not trolling. It didn't capture my attention, and the gameplay isn't even that great, either. At least, I certainly don't think it deserves a 10/10. A high score? Yes. But a perfect one? No.
