Can Elder Scrolls Online Work on Consoles?

The question should be: Are consoles gonna get the same ESO quality as PC in terms of gameplay?

A better question is: Will the game even work? It does not look like anything I would rush out to buy so far, the gameplay does not look to good and it lacks polish.
