Top next gen FPS play mechanics

Why is the shooting mechanic in Call of Duty 4 so good compared to other games and in an industry that copycats everything, how does the simple act of aiming a gun in a FPS go from great in Call of Duty 4 to terrible in Turning Point: Fall of Liberty?

From the article: "Maybe Infinity Ward has a copyright on the CoD aiming system, but there are so many games that could have benefited from this. Frontlines: Fuel of War for example, I can't hit anything in that game unless I'm in a vehicle, or wielding a sniper rifle. It frustrated me to tears trying to get the hang of that game. Maybe it's because these great shooters have spoiled me, but I don't care."
