F2P like STWOR F2P (which really isn't that free lol)?

Do we still have to buy the base game? Is it going to be plagued by micro transactions?

I read the article, and unless I missed it, these questions weren't really answered.

If you read the main site, it states its free. You dont have to purchase the game. If you however own the game then you get like 2 extra character slots. And if you own/buy the expansion then you get the expansion souls. But if you are smart, and do some research, then you can get all that for free.
