They made absolutely zero improvements or additions to their city.

Seems like the 1st Crackdown game had more of a setting than SR3 did, and now SR4.

There are handful of things I'm interested in trying out in SR4, but I still have to force myself to play SR3 and shudder at the idea of SR4 being like that.
