Tie-In Video Games: Can they be good?

Video games that are tie-in to other popular media such as movies and tv shows seemed to have developed into a stigma of video game culture, and for good reason. However, despite the large amount of games developed simply as a franchise cash grap, there area few games that are actually enjoyable. How did this happen? What do these games do differently that others do not? (Culture, Dev)
