Exactly, every language/accent sounds different to every other language/accent in the world. You're right, most Japanese voice sound the same to many English speaking people, but to them they can probably hear so many differences between 2 people. Just like one from New York would sound vastly different to one from New Orleans, but they would probably sound the same to one from Japan.
