Capcom Arcade Cabinet: Pack 1 Review - Gaming Nexus

From the review: "As a game hub, Capcom Arcade Cabinet delivers the goods. It's a good-looking program that is easy to use and packed full of games. Too bad this first pack of games isn't more impressive. 1943: The Battle of Midway is great fun, but Avengers left me cold. On the other hand, Black Tiger is free...just as long as you don't mind downloading a 2 GB file." (Capcom Arcade Cabinet, PS3, Xbox 360) 6.5/10

Don't quite get the mention of Black Tiger being free? If its (usually) $4.99 for 3 games but this pack only contains 2, does that mean I can d/l Black Tiger for free (on its own) without paying the $4.99 for the other 2 games?
