Means someone will finally give a damn about using it on PC finally. Consoles will get to see the engine for the first time in FULL feature form. Not just a downsized, low scale form. It really is a beast engine, its just that not many PC title use it.

The only people that you listed that even matter for Unreal Engine is Mark Rein, and from what I can see from googling, he still works at Epic, and still works on the UE4.

Most developers will tend to stick with what they know, the upgrade from UE3 to UE4 is a lot less of a difference than changing to a totally different engine.
