They probably never optimized it for the Wii U. I would only see Nintendo adopting cross-buy if they had a lot of games that were shared across both platforms and so far the only game thus far that has it is a 3rd party Capcom game. I think Smash Bros. may be the only Nintendo developed game with both the 3DS and the Wii U in mind.
This game is fine on 3DS, but it better have circle pad pro support.
I really just think that it was easy to recreate the engine on the 3Ds, because of the very similar power between WII/Gamecube and 3Ds also played a pretty big roll.
It would be nice if the Wii.U had it's own version, but I'm glad it never came to the Wii.U...I could just see a quick port...or a Luigi's that was underwhelming compared to 3Ds.
If the Wii.U got it's own version, it would need the game build fromt ground up with the Wii.U arch playing a vital roll.
If Luigi's came to Wii.U, this would be a Wii.U bought by me:)
It was the best looking game on the Gamecube using it's art style, but i mean there were plenty of games that looks amazing during that time, including Zone of the enders, MGS 2, Halo Combat Evolved and max payne:)

So it doesn't surprise me that they wanted this on 3DS.

No it wasn't, I stated games above that looked better for their time, and paid more attention o detail.
I mean ratchet and clank and Sly cooper came out a couple of months later and sporter better graphics, lighting and visuals....
Also let's not forget that dreamcast was pumping out Shenmue Two which had some of the best graphics then...
