Skyrim New Legendary Skills Explained

My question is:

If we have that dragon symbol, does it still count as having all those perks initially or do we have to re-apply those points to get those perks again? For example; I have a certain line going through Enchanting, if I was to get that dragon symbol, does it still simulate having that same line, or do I have to add that exact setup again? I ask because if they stick (even after you receive your pts back) then I have a certain build I can keep around, otherwise I'll have to level to at least 90 to get the setup I want.

Also, I've been reading online about 2 more DLC coming for Skyrim (not Redguard that's rumored but something else) and I wasn't able to find the article again however this patch further confirms something is in the works for another expansion; if anyone can help answer that question I'd appreciate it.
