OUYA is hardly overpriced BUT they kinda shot themselves in the foot when they announced that each year would see a new OUYA hardware iteration. That was an instant no-no for me and no doubt a lot of other people too.

The Ouya has a fraction of the power of the PS3, so no.

Besides, Android is not the most efficient of an OS.
