A new year sees a new batch of fresh installments to proven franchises arriving on our shores. Whether you're a fan of first-person shooters, open-world adventures or have a penchant for the strategy genre, 2013 has something for you.

I guess besides it being open world, and the name that's all it really has it going to call it a "sequel". The story will be much different, and most likely won't have any relationship with GTA4 besides a few small references for fun.
I consider each new GTA a completely different title. We never do continue to follow the story of a main character ( well I think there was one? But that's an expansion I think).
Take a look at Uncharted, Killzone, Gears of War, Halo, pretty much every game with a sequel. They all follow after one another with the first title being critical to it's story. CJ story doesn't matter in GTA4, nor wills Nico matter in GTA5.

The GTA sequels are a continuation of the same on-going fictional world that R* has created. The main characters may change, but some characters return and make small cameos. We've seen San Andreas in the 90's, now we will return there in present day when GTAV comes out. You could even say that the cities themselves are the main characters of the GTA series.
It's the same reason I call "Fallout 2", "Fallout 3", and "Fallout: New Vegas" sequels. Each installment is a continuation of the wasteland inhabitants.
I want: Castlevania: Lords of Shadow 2 Grand Theft Auto V Luigi's Mansion: Dark Moon Bioshock infinite(even tho its not really a sequel its the third "Bioshock" game).
